Article II Sec. 3 of the Philippine Constitution speaks of the duty of the citizens to the state – a duty which each and every citizen owes to the country not only during times of need. Because of this, RA 9163 and RA 7077 were debated, conceptualized and soon enacted. It was later known and introduced as the NSTP ACT of the Philippines. It was created in accordance with the constitution’s mandate and what better way to follow and adhere to the constitution than to fulfill its will. Through the NSTP, the government seeks to enable the youth and mobilize them as vital part of the society. It seeks to train them to be responsive, alert and conscious members of the community especially in times like this when the external and internal evils of terrorism, corruption and violence are rampant.

The NSTP did not only bring with it the stern and strict military discipline, it also brought with it an unyielding communitarian spirit. It is now composed of the ROTC (Reserve Officers Training Corps), CWTS (Civic Welfare Training Program) and the LTS (Literacy Training Service). As we all know, the focus of the ROTC is military training providing cadets with adept and sufficient training with survival skills and strategies in combat. The goal of the ROTC is to prepare the cadets as an extra arm incase the defenses of our country finds itself overwhelmed. On the other hand, the CWTS, which just started last SY 2004 – 2005 take on a different approach in their training. The main focus of their training is community service. Here, the trainees are being educated about the community and their importance, their involvement with the community is raised by activities that involve Barangay immersion projects in and outside the NCR. And on its 2nd year is the LTS, the last component whose goal is not only to teach numbers and the alphabet but more important than teaching is educating. For them teaching is merely an act of informing, but EDUCATING is the act of letting someone learn through patience. Just like the CWTS they are also involved with brgy. immersion activities. Three different departments with different kinds of trainings but one common goal that unites us under the NSTP banner: It is the goal to serve and promote the welfare of the community.
